Liberal Democrat motion to rebuild trust in Local Plan process wins unanimous support

A Liberal Democrat motion aimed at improving transparency and rebuilding public confidence in Colchester's planning system has been unanimously approved by Colchester City Council.

The motion, proposed by Liberal Democrat Councillor Kelly, will strengthen the way public representations made during the preparation of the Local Plan are considered and reported. By ensuring that key themes raised by residents are clearly identified and responded to, the changes will help people understand how their views have influenced planning policy.

The motion received unanimous support from councillors across all political groups during Full Council.

Councillor Kelly said:

"People are losing faith in the planning system. Too often, residents take the time to submit detailed comments on Local Plan consultations but are left wondering whether anyone has really listened.

This motion goes some way towards rebuilding that trust. It strengthens transparency and gives people greater confidence that their views have been properly considered and that they can see how they have influenced the process.

Throughout the debate, councillors from across the chamber made the point that we are here to represent our residents. This motion provides a practical way of demonstrating that their voices matter and that they have genuinely been heard."

The motion calls for a more transparent approach to reporting consultation responses, including identifying the main issues raised by residents and providing clear explanations of how those representations have been considered during the development of the Local Plan. It also encourages the use of appropriate technology to help analyse large numbers of responses, making the process more efficient while maintaining openness and accountability.

The unanimous vote reflects a shared commitment across the Council to improving public engagement in one of the most important decisions affecting Colchester's future. The Liberal Democrats hope the changes will help restore confidence in the Local Plan process by making it easier for residents to see that their contributions are valued and have played a meaningful role in shaping planning policy.
